Larry McCallon — Chair

Career
Larry McCallon was elected to the Highland City Council in November 2002. He is a retired local businessman with 18 years’ experience as President and CEO of McFAM Corporation dba McCLEANERS. Prior to retirement, he also directed multi-million-dollar development, production, and maintenance programs at the Northrop Grumman Corporation for the navigation systems (star trackers) on the B-2 Stealth Bomber, the SR-71 Blackbird, and the U-2 aircraft.

Regional Government Activities
He represents the 16 cities of San Bernardino County that are within the South Coast Air Basin on the Governing Board of the South Coast Air Quality Management District. He is a Past President of the Southern California Association of Governments (SCAG) and currently represents the regional Air Districts on its Regional Council. He is also Past President of the San Bernardino County Transportation Authority (SBCTA), formerly known as SANBAG. He is currently the Chair of the Southern California Regional Rail Authority (Metrolink) Board where he represents SBCTA. He also represents SBCTA, as the Chair, on the Mobile Source Air Pollution Reduction Review Committee at the South Coast Air Quality Management District.

Awards & Acknowledgements
He is a past President of the League of California Cities Inland Empire Division and has received its James Thalman Memorial Public Service Award. He is also Past President of the League’s Mayor and Council Members Department, served on the League’s Admin Services Policy Committee, and is a graduate of the League’s Mayors and Council Members Leadership in Action Program. He has been awarded a Leadership Fellow Certificate of Achievement in the National League of Cities (NLC) Leadership program and is a graduate of the SCAG Regional Leadership Academy at USC. He received a Good Government Award from the Building Industry Association (BIA) of Southern California for his leadership, while SCAG President, in the noteworthy development of a Southern California Economic Recovery and Job Creation Strategy. He received the Highland Area Chamber of Commerce’s Presidents Award in 1998, Business of the Year Award in 1999, and Member of the Year Award in 2000. He also received the 1999 Small Business Recognition Award from the San Bernardino County Board of Supervisors.

Past Committees
In 2005, the County Board of Supervisors appointed him to the San Bernardino County Indian Gaming Community Benefit Committee where he served as the Chair. From 2006 to 2022, he served as a City Member of the San Bernardino County’s Local Agency Formation Commission (LAFCO). Prior to his position on the Council, McCallon was a City of Highland Planning Commissioner, a member of the City’s Community Trails Committee, and served two terms as President of the Highland Area Chamber of Commerce.

Military Service
McCallon served in the United States Air Force for 21 years and was awarded the Bronze Star medal during the Vietnam War.

Community Service
In addition to his civic duties, McCallon is a member of Immanuel Baptist Church, and is very active in their Global Outreach projects both locally and around the world. From 2000 to 2006, he was on the Board of Directors of the Arrowhead United Way, and he served on their Planning and Allocation Committee. He is also a Past President of the Kiwanis Club of Highland.

Education & Personal Life
McCallon received Bachelor of Science degrees in both Aeronautical Engineering and Engineering Mathematics from The University of Michigan and a Master of Science degree in Aerospace Engineering from the Air Force
Institute of Technology. He is a member of the Tau Beta Pi Engineering Honor Society, Michigan Gamma Chapter.
He is widower and has four children, eight grandchildren, and three great-grandchildren.

Doug Chaffee — Vice-Chair


Doug ChaffeeDoug Chaffee was elected as the Orange County Fourth District Supervisor in November of 2018 and re-elected in November of 2022. The Fourth District includes the Cities of Brea, Buena Park, Fullerton, La Habra, Placentia, Stanton, portions of Anaheim, and unincorporated communities.

Prior to his election, Supervisor Chaffee twice served as Mayor of the City of Fullerton. While serving on the City Council, he made addressing homelessness, open space and affordable housing his priorities.

Supervisor Chaffee is a longtime Fullerton resident, graduating from Fullerton Union High School. He earned a B.A. in Economics from the University of Redlands and a JD from the Northwestern University School of Law. He is married to his wife, Paulette, who serves as Ambassador of the Orange County Fourth District. They have two sons and two grandsons.

Brian Berkson — 2nd Vice-Chair


Brian Humphrey

Brian Berkson was elected to the Jurupa Valley City Council in 2014. As a member of city government, Berkson aims to revitalize Jurupa Valley with job creation and increased safety. He serves as an alternate board member for the Riverside County Transportation Committee (RCTC), Riverside Transit Agency (RTA) and Western Riverside Council of Governments. 

Outside of politics, Berkson has run his own water conservation business since 1988. He has General and Plumbing Contracting Licenses from the State of California as well as a Retrofitter License from the Los Angeles Department of Water and Power. Since 2003, Berkson has also worked as a Project Manager for the real estate firm Far West Industries, overseeing large projects throughout unincorporated Riverside County.

Berkson received a Bachelor of Science degree in Business Management with a specialization in Organizational Systems Management from California State Northridge in 1998.

Berkson has lived in Jurupa Valley with this wife and three children since 2004. He frequently volunteers with local youth sports including the American Youth Soccer Organization, Indian Hills Swim Team and Jurupa Fastpitch. He also attends Chamber of Commerce, Rotary Club, Lions Club and other local meetings to stay in touch with issues in Jurupa Valley.

Kathryn Barger


Kathryn BargerSupervisor Kathryn Barger proudly serves the residents of the 5th District — Los Angeles County’s largest — spanning 2,785 square miles, including 20 cities and 83 unincorporated communities, in the San Gabriel, San Fernando, Crescenta, Antelope, and Santa Clarita Valleys.

Kathryn was born and raised in the 5th District and comes from a family with deep roots in public service. She is married to a retired sheriff’s deputy and lives in the San Gabriel Valley.

Dedicated to providing effective, responsive representation to the residents of Los Angeles County, Kathryn began her career in public service as a college intern in the office of former Supervisor Antonovich and rose to become his chief deputy in 2001, where she served until her election to the Board of Supervisors in 2016. She both served as Chair of the Board and was reelected for her second term in 2020.

Building upon her work from her time as chief policy advisor on health, mental health, social services, and children’s issues, Kathryn continues to advocate for services and programs to improve the quality of life for foster children, seniors, veterans, those with disabilities, andthose with mental illness.

Kathryn is committed to keeping our neighborhoods and communities safe, working with federal leaders, law enforcement officials, and judicial officers to implement vital public safety initiatives.

She is an advocate for the environment and has spearheaded efforts to preserve open space and enhance parks, trails, and recreational programs and facilities, as well as libraries and after-school programs to serve local communities. She has hosted several trail rides and hikes to connect with the community throughout her district.

With a strong sense of fiscal responsibility, Kathryn is dedicated to providing vital county services while protecting financial resources as a responsible steward of taxpayer dollars.

Kathryn serves on the boards of Metrolink, Los Angeles County Metropolitan Transportation Authority, North County Transportation Coalition, High Desert Corridor Joint Powers Authority, National Association of Counties' Large Urban County Caucus, Southern California Association of Governments, Sanitation Districts of Los Angeles County, California State Association of Counties, Local Agency Formation Commission, and Los Angeles County Mental Health Commission.

Paul Krekorian


paul krekorianOn December 13, 2022, Paul Krekorian was elected unanimously by his fellow Councilmembers to serve as President of the City Council. As Chair of the City Council’s powerful Budget and Finance Committee for the previous ten years, he led the City to recovery from two fiscal calamities: the Great Recession and the COVID-related economic collapse, completing 11 balanced budgets and building the strongest reserves in the City’s history.

He took the lead in ending oil and gas drilling in Los Angeles and initiated the City’s LA100 drive to achieve 100 percent carbon-free electricity by 2035. As a member of both the Metro and Metrolink boards, he brought electric buses to the Valley and is expanding the Valley’s light rail service, while Metrolink has converted to 100 percent renewable fuel.


He was the first member of the Council to create interim housing for persons experiencing homelessness, building enough capacity to shelter every person who was living on the streets of his district at the time of the last completed homeless count. As a result of these actions, he reduced unsheltered homelessness in his district by over a third during the two worst years of the COVID-19 pandemic. He is now building five permanent supportive housing (PSH) projects with a total of over 300 units, in addition to the 100 PSH units already open in the Second District.

A longtime advocate of sensible gun law reform, he led the Council in enacting a safe storage ordinance and co-authored the City’s “Ghost Guns” ban, making possession or sale of these untraceable weapons a criminal offense.

He was first elected to the Los Angeles City Council in the closing weeks of 2009. Prior to his election he was a Member of the California State Assembly. Before entering politics, he enjoyed a successful 20-year career as an attorney in the private sector.

Ara Najarian

Ara Najarian has served as a member of the Glendale City Council since 2005 and has served as Mayor for four terms. Ara is current Chairman of the Board of Directors of the Los Angeles Metropolitan Transportation Authority (MTA). He served as MTA Chairman from 2009 -2010. Ara is also current Board Member of Metrolink (SCRRA). Ara has been a member of the San Fernando Valley Council of Governments representing Glendale since 2010 and has served two years as Chairman. Ara currently sits on the board of directors of the Hollywood Burbank Airport Authority.

Najarian has been an attorney in private practice in Glendale for 30 years. He received a BA in Economics from Occidental College and a J.D. from the USC School of Law. Ara has worked for Pasadena area U.S. Congressman Carlos Moorehead in Washington D.C. and in the LA County District Attorney’s office. He has presided as a mediator and Judge Pro Tem for the Los Angeles Superior Courts.

Ara is the father of two boys and is married to national news anchor Palmira Perez.

Tam Nguyen


Mr. Nguyen has 25 years of experience as a business, community, education and philanthropic leader. Nguyen is a second generation family business owner of Advance Beauty College with multiple campuses in Southern California graduating about 50,000 beauty professionals over its 36 year history. Their nail salon training program based in Little Saigon, Orange County is an established leader and one of the largest in the country. He served two terms on the national board of directors for the American Association of Cosmetology Schools.

Additionally, Nguyen is the past Chair and CEO of the Vietnamese American Chamber of Commerce and current chair of the Small Business Diversity Network. He has taught business management at Cal State Fullerton as a faculty member since 2016. Nguyen is very active in the community serving in Leadership roles for numerous public agencies and non-profits such as the Metrolink, Orange County Transportation Authority, where he serves as Vice Chair, Cal State Fullerton Philanthropic Board of Governors-Chair, Orange County United Way, Garden Grove Community Foundation, MemorialCare's Orange Coast Medical Center and MemorialCare’s Saddleback Medical Center.

Tam was born in Vietnam and raised in both Los Angeles and Orange County. He graduated from UC Irvine and Cal State Fullerton and holds both MD and MBA degrees. The role he enjoys the most, along with his wife Christine, is being parents to their three amazing children.

Hilda Solis

Supervisor Hilda L. Solis was first sworn in as Los Angeles County Supervisor for the First District of Los Angeles County on December 1, 2014.

As Supervisor for the First District, she has been guided by her commitment to equity and enacted significant initiatives to assist and uplift the County’s most vulnerable communities. This includes championing major investments in transit and sustainable transportation, encouraging transit-oriented communities that offer affordable housing options, accelerating the County’s efforts to prevent and respond to homelessness, and authoring the groundbreaking Measure A to invest in communities without open green space.

Prior to becoming Supervisor, she served as Secretary of Labor and the first Latina to sit on the United States Cabinet. Before that, Supervisor Solis represented the 32nd Congressional District in California, a position she held from 2001 to 2009.

A nationally recognized leader on the environment, Supervisor Solis became the first woman to receive the John F. Kennedy Profile in Courage Award in 2000 for her pioneering work on environmental justice issues. Her California environmental justice legislation, enacted in 1999, was the first of its kind in the nation to become law.

Supervisor Solis graduated from California State Polytechnic University, Pomona, and earned a Master of Public Administration from the University of Southern California. A former federal employee, she worked in the Carter White House Office of Hispanic Affairs and was later appointed as a management analyst with the Office of Management and Budget in the Civil Rights Division.

Karen Spiegel


Karen SpiegelSupervisor Spiegel has been an elected public servant since 1996, serving in several positions in the City of Corona, including City Treasurer and Council Member, and serving four times as Mayor. She was first elected to represent the Second Supervisorial District in November 2018 and was sworn into office for her second term on January 10, 2023.

Her actions speak volumes, and her unique passion for service truly sets her apart. She encourages community participation with City and County government and has introduced many new programs. In addition, Supervisor Spiegel has been credited for her leadership on regional transportation issues, collaboration, and regional partnerships.
In addition to the service in her District, Supervisor Spiegel represents Riverside County at the Regional and State level in many organizations and has served in a leadership role on several. She is an energetic community member, and her "roll-up your sleeves" attitude has led her to immerse herself in many civic, business, and community activities. She has been honored with awards and recognitions for her service over the years. Some of those include the Corona-Norco YMCA Distinguished Service Award; Corona Citizen of the Year; League of CA Cities Outstanding Public Service Award; Family Values Award from the LDS Church; Women in Transportation – Woman of the Year; PTA Service Award; Mobility 21 Public Sector Leader of the Year Award; Corona Chamber of Commerce Chairman's Award of Excellence; and Building Industry Association (BIA) Outstanding Elected Official.

With her depth of knowledge and commitment to our community, Supervisor Spiegel proudly represents the Second District on many boards listed here.

Supervisor Spiegel graduated from California State University, Long Beach, and did her graduate studies at Pepperdine University, where she received a Master's Degree and was a Marriage Family Therapist (MFT). Prior to coming to Corona in 1985, Supervisor Spiegel spent ten years working with at-risk youth and their families in Long Beach. Her career has taken many paths, from counseling to electrical contracting and accounting to publishing and marketing. When she married Bobby in 1985, she came to Corona and worked in the family Electrical Contracting business, Corona Industrial Electric, Inc., until it closed in 1995. Bobby and Karen began Spiegel Enterprises & Publications in 1989 and remain active in the local e-commerce and marketing business.

Supervisor Spiegel and her husband, Bobby, of 37 years, have five adult children and two grandchildren. She treasures the time she can spend with her grandson RJ and her granddaughter Makenna Rose, who adores their Bubbie (Karen) and brings happiness and joy. Supervisor Spiegel has tremendously influenced her children and believes that "Education and life experiences give our youth the foundation to build upon so that our values, customs and history live on in future generations."

Tony Trembley


Tony Trembley

Tony Trembley was elected at large to the Camarillo City Council in 2016 and reelected in November 2020 to represent the City’s new District 4. He served as the City’s Mayor in 2020. In addition to his Council assignments, Tony currently is the Vice Chairman of the Ventura County Transportation Commission; a Board Member on the Fox Canyon Groundwater Management Agency; and a Board Member on the statewide California Association of Sanitation Agencies.

Tony received his undergraduate education at Trinity College, Dublin, Ireland and the University of California, Davis. He earned his B.A. degree with highest honors from UC Davis in Political Science/Public Service. Tony thereafter was a postgraduate Assembly Fellow in the California Legislature and subsequently received his law degree in 1983 from the UC Davis School of Law.

Since 1983, Tony has specialized in the general counsel representation of special districts and joint powers authorities, with particular emphasis in water, wastewater and environmental issues. He retired from law practice in 2021.

Tony and his wife of 41 years Kathy have lived in Camarillo since 1983. Kathy is a retired 36-year public school kindergarten teacher. They have three adult children.

Alan D. Wapner


Alan D. Wapner

Alan D. Wapner has been a member of the Ontario City Council for 30 years. Alan is probably most proud of his leadership in regaining local control of the Ontario International Airport, and as President of the Airport Authority, overseeing an unprecedented successful turn-around of business at the airport, and huge economic impact in the city and region.

Alan is recognized as an expert on transportation policy and represents Ontario on many regional boards:

Prior to the City Council, Alan was Vice President of the Ontario-Montclair School Board. He is a retired police sergeant of the City of Ontario. Alan received his BA from the University of Southern California and his JD from the Whittier College School of Law.

Alan is married to Judi and has five children and six grandchildren.
