The transportation industry runs on talented professionals who are willing to embrace new ideas, solve complex challenges and help move the field forward. This year, two Metrolink team members were elevated onto the national stage thanks to their contributions to advancing transit, pursuit of professional growth and dedication to public service. Their achievements reflect both individual excellence and Metrolink’s broader commitment to developing talent who will become the future of the industry.

Advancing Rail Safety Through Innovation

Deputy Chief Operating Officer Luis Carrasquero was named one of Progressive Railroading magazine’s 2026 Rising Stars, a national recognition honoring exceptional railroad professionals under the age of 40 who are making a meaningful impact on the industry. Carrasquero’s career at Metrolink spans more than a decade and includes key roles on some of the agency’s most significant safety and technology initiatives.

His accomplishments include helping guide Metrolink’s Positive Train Control program, advancing systemwide bumper track protection at Los Angeles Union Station and leading the deployment of our pioneering ShakeAlert®-powered Earthquake Early Warning System. He has also been actively involved in the development and implementation of rail crossing technology designed to improve both safety and mobility near stations along Metrolink’s network. Luis’ vision and leadership has helped position Metrolink as a trailblazer, exploring new technologies that strengthen railroad safety and operational resilience.

Developing Skills for an Ever-Changing Industry

Partnerships Manager Amber Moyers recently completed the Eno Center for Transportation’s Mid-Manager Leadership Program, a highly selective and nationally recognized professional development program designed to help transportation professionals navigate change and address the increasingly complex challenges facing the industry.

During her time with Metrolink, Amber has cultivated partnerships and programs that encourage more Southern Californians to try public transportation. She was the driving force behind our popular Student Adventure Pass program, which introduced hundreds of thousands of students to the convenience of using regional rail. She also recently spearheaded Metrolink’s first major entertainment industry partnership, collaborating with independent film titan Bleecker Street to promote the release of the comedy feature, Stop! That! Train! The campaign included a branded train wrap, a press junket at Los Angeles Union Station and integrated marketing efforts that introduced Metrolink to new audiences while creating opportunities for non-fare-based revenue. The success of the partnership demonstrates the potential for similar collaborations as Metrolink continues to expand its sponsorship and advertising program.

As Metrolink continues to evolve, investments in professional development and innovation help ensure the agency remains at the forefront of the transportation industry. Whether advancing groundbreaking safety technologies or building new opportunities for riders and communities, Metrolink employees continue to contribute ideas and expertise that benefit Southern California and the broader rail community.
